The Cannock Chase Local Plan is the statutory development plan for Cannock Chase Council and forms the principal basis for which development is promoted and controlled. The plan will be prepared in two parts:
- The Local Plan (Part 1) 2014 was adopted on Wednesday 11th June 2014. It contains the Core Strategy and the Rugeley Town Centre Area Action Plan.
- Local Plan (Part 2) will contain Site Allocations, planning standards and further policies.

Local Plan (Part 2) - Site Allocations & Planning Standards
The Local Plan (Part 2) will contain Site Allocations and Planning Standards.
Development Plan Documents allocate land for specific uses by assessing the suitability, availability and accessibility of sites. Only large strategic sites are included within the adopted Local Plan (Part 1) and any other appropriate sites will be considered for inclusion in the Local Plan (Part 2). Sites put forward for consideration as an allocation will be subjected to examination against local and national planning policies to determine their development suitability. The plan will also consider safeguarding sites for potential development beyond the plan period. Sites included within the Plan will result in a further update to the Policies Map for the District.
Planning Standards will support the objectives of Local Plan (Part 1). The standards will include those relating to Green Infrastructure (e.g. Open Space, Green Belt and Green Space Network).
Cannock Chase Council will also continue to work collaboratively with Birmingham City Council and the Greater Birmingham and Solihull Local Enterprise Partnership to assess any housing shortfall in Birmingham as part of the work on Local Plan (Part 2). This will address any further work required, if Cannock Chase District emerges as a reasonable option for helping to meet any identified requirements, as a result of the ongoing evidence work.
Work has commenced on background studies to support work on the plan and Cabinet approved the Local Plan (Part 2) for consultation on 15th December 2016. The Issues and Options consultation ran for 8 weeks from Monday 30th January - Monday 27th March 2017.
The adopted Policies Map is the Cannock Chase 2014 Policies Map. It is part of the statutory development plan for the District, which forms part of the principal basis for which development is promoted and controlled. It illustrates approved sites which are suitable for uses including housing and employment land while also indicating protected areas such as the Greenbelt and Cannock Chase Area of Outstanding National Beauty.
The Council is continually working on new planning documents and the Policies Map will be updated as new documents are adopted.
Please note that the data shown on the Policies Map will be subject to change as policies are developed through public consultation and there should not be a presumption that all areas highlighted on the map will be developed.
Cannock Town Centre Area Action Plan
Cannock Chase Council, working with Staffordshire County Council and the Homes and Communities Agency (HCA) has appointed an experienced planning consultant to undertake the production of an Area Action Plan (AAP) for Cannock Town Centre. The principal purpose of the Cannock Town Centre AAP will be to provide a planning framework to guide the changes required to strengthen its future performance and offer as befits a sub-regional centre. The AAP will cover the whole of the Cannock Town Centre area as identified by the Cannock Chase Local Plan Policies Map.
The AAP will be required to:-
• Provide a framework and establish policies for the attraction of new investment into the town centre.
• Stimulate regeneration of the centre as a whole, but specifically for a number of opportunity areas and heritage landmarks.
• To identify opportunity areas and potential development scenarios.
• Seek to improve the visual and environmental quality of the town centre whilst protecting those buildings and features which already contribute positively its character and
appearance. This applies particularly to the Cannock Town Centre Conservation Area and the presence of two Grade II* Listed Buildings (The White House and St Luke’s
• Improve pedestrian flow and provide guidance on how the town centre could be made more “user friendly”.
• Identify measures to respond to changes beyond the confines of the town centre boundaries.
• Identify the distribution of future uses within the town centre and their inter-relationships in the form of a master plan.
The draft document and Cabinet report were considered at the 22.09.16 Cabinet Meeting, where they were approved for consultation. The Issues & Options consultation ran for 8 weeks from Monday 30th January - Monday 27th March 2017.
