Cannock Chase District Council is looking to appoint one Independent Person and at least one ‘reserve’ Independent Person to assist the Council’s Standards Committee in helping to develop and maintain high standards of conduct for local Councillors.
The Localism Act 2011 (the Act), requires every council to have in place a process under which allegations that a member, or co-opted member, of that council, has failed to comply with the relevant council’s code of conduct, can be investigated and decisions made on such allegations. The same process will also apply to any member or co-opted member of a town or parish council within an individual district/borough council’s area.
The Act requires a council to appoint at least one Independent Person whose views must be sought by the council before it takes a decision on an allegation that is has decided shall be investigated and whose views can be sought by the council at any other stage, or by a councillor against whom an allegation has been made.
Applications are sought from lay persons, local residents or persons who work in the area. No experience of local government is necessary, but you must have a keen interest in local matters and maintaining high standards. We require people with an open mind; the ability to decide what is or is not improper behaviour and a strong commitment to the local area and local issues.
To be eligible you must not have been a Councillor or Officer of the Council or another local public authority during the last five years. In addition, you must not be related to, or be a friend of, any Councillor or Officer of Cannock Chase District Council or of any of the Parish/Town Councillors within the Cannock Chase area. Finally, you should not have any political affiliations.
The appointment will be for a four-year term of office, with serving Independent Persons being eligible for re-appointment by the Council. The role is not paid an allowance, but the Independent Persons are entitled to claim out-of-pocket expenses.
